Position: Program Officer for Asia, IRI

The International Republican Institute (IRI) seeks a Program Officer for their Asia regional programs, to be based in Washington, DC.

A nonprofit, nonpartisan organization, the International Republican Institute (IRI) advances freedom and democracy worldwide by developing political parties, civic institutions, open elections, good governance and the rule of law. IRI is active in more than 65 counties with offices in 44 countries.

The Program Officer(PO), Asia Region is responsible for designing and implementing a strategy for selected IRI programs in Asia. S/he develops long-range and annual plans for one or more country programs, identifies potential partner organizations, develops training strategies, manages a program budget, and oversees project implementation.

The Program Officer closely monitors political and economic developments in the country and develops and maintains the relationship between IRI and country partners and grantees. S/he designs, develops and implements projects in collaboration with partner organizations. The PO executes programs, including election observation missions, conferences, training seminars and other program activities in the country.

The Program Officer is responsible for developing and meeting country program fundraising goals, including preparing grant proposals, budgets, quarterly reports and evaluations. The PO is responsible for managing projects to ensure that reporting requirements are met, that IRI projects comply with all donor agency regulations, that projects remain within budget allocations and that grantees comply with grant requirements.

The Program Officer conducts research related to project proposals and conferences and represents IRI at various public functions in Washington.

REQUIREMENTS:
1.     Graduate degree in political science, international relations or related field and 3-5 years related experience, or equivalent combination.
2.     Working knowledge of politics, economics, history and culture of countries in Asia.
3.     Strong communication and presentation skills.
4.     Demonstrated ability to effectively direct or participate in complex negotiations with bilateral and/or multilateral government agencies, other donors or relevant audiences.
5.     Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet country needs.
6.     Experience identifying complex problems and developing creative solutions.
7.     Experience with grant management and basic accounting experience necessary to draft and oversee a budget.
8.       Demonstrated experience working with USG funded projects and familiarity with USG regulations and processes preferred.
9.      Demonstrated experience with NGO management desirable.
10.     Ability to work well under pressure.
11.     Willingness to travel.
